February 20, 2024 Update on Water-Sewer Billing

Thank you for your patience and understanding as the Town has been working to address technical issues with its conversion to a new billing system for water and sewer bills. We apologize for any inconvenience the delay in billing may have caused you. 

This week, the Town mailed the October 2023 water and sewer bills to residential accounts.  Residential bills for November and December 2023 will be issued  by March 1, 2024.  Please note that each of these three bills will be due 60 days after receipt instead of the normal 30 days after receipt.  Customers will not be charged any penalties if the current charges are paid within the 60 days. 

Despite the technical issues around the billing system, the system used to measure consumption for water and sewer continues to operate accurately and without any issues. This means that the consumption volume residents  will see on their bills is the measured consumption for the associated time period, as though the bills were going out regularly.  For example, if you were supposed to receive a bill in October 2023 for your consumption during July, August, and September 2023, the bill was mailed out on February 20, 2024 instead of in October 2023. and the consumption for which you are being charged is only for the consumption during July, August, and September 2023. If your consumption was estimated prior to September 2023, you will continue to see an estimated consumption in the same manner. 

From now through June, the issuance of water and sewer bills will be staggered to allow the Town to catch up on past billing and to allow residents additional time between bills. The January 2024 and February 2024 bills will be mailed to customers in March.  Please refer to the chart below for an explanation of billing periods and due dates for water and sewer bills.

Responsibilities & Services

The Collector’s Office serves as the portal for all revenues billed and received by the Town of Needham. All bills for Real Estate and Personal Property Taxes, Motor Vehicle Excise Taxes, Water and Sewer, Recycling and Transfer Station (RTS) fees and the sale of RTS stickers, and other receivables committed by the Board of Assessors are the responsibility of the collector.

Ambulance bills and Parking Tickets are also paid at the Collector’s Office. Upon receipt of a written request and the applicable payment, the Collector’s Office will research and produce a Municipal Lien Certificate (MLC).

The Treasurer’s Office is responsible for cash management and the investment of town funds, the administration of the town’s trust funds, and the processing of payroll and vendor payments. The Town Treasurer also serves as the custodian of tax title property.
